If you bring your secondary server up as a client initially, it should
learn the VTP data from the server, and have the same revision number.
Once it's learned the database, you can make it a server.

Now, I always bring new VTP devices up in client mode. I was once burned
by a failed VTP server and spent quite awhile rebuilding my topology
that night.
