Route map permit statements

Here's a generic route-map:

route-map MYMAP permit 10
 match ip address 1
set ip next-hop 1.1.1.1

In some examples I see an additional line after this that reads:
 route-map MYMAP permit 20

When do you know if you need the additional permit line?
