Depends on where you place the shutdown and the backup commands.
If you place the backup command on a P2P subinterface and place the shutdown
command on the physical - backup will kick in
If you place both the backup and the shutdown commands on the physical
interface - backup will not kick in.
Sometimes, I'm tasked with testing ISDN backup with some customers that have
the backup command on the physical interface. The easiest way to have the
backup command turn up ISDN is by changing the LMI type on the physical
interface. Since the backup command waits for the line protocol to fail -
this will cause the backup to kick in (just remember to change the LMI back
afterwards).
