i don't think you need to set the de at all. your isp will give you a
commited access rate and will probably be policing your connection so if you
exceed the cir the excess traffic will be dropped on their side. to avoid
having to constantly resend packets that get dropped by your isp, you need
to shape you traffic to conform to the cir.
