Sounds like either your encapsulation on your serial interface does not
match your ISP's (PPP or HDLC), or your ISP has not provisioned their Router
yet, and all that you are getting is the T1 carrier from the physical line.
Your HDLC keepalives will give you a UP/UP condition at first, this is your
keepalive (10sec).
