To be on the safe side, the author should put them in the excluded-address
list.

Well, DHCP will attempt to ping an address before assigning it,
so if those IPs are in use statically by name servers, DHCP
shouldn't assigne it dynamically...
Unless the nameservers are down, or filterning pings, or...

Are the nameservers mentioned in the DHCP configuration question or
is it just somewhere else in the lab that their IPs are given. It
might be useful to have the exact wording of the question in order
to give a more precise answer. Or perhaps the practice lab author
omitted a step.
