If BGP is on a Broadcast domain as in this example... AS200( R2) will advertise AS300(r3) router to AS100(r1). But it will recognize that they are all on same LAN and direct traffic directly to AS 300 from AS100 to save the extra hop (this is the default behavior). The example changes the default behavior and forces the traffic to pass AS200 even though they are on the same LAN segment and R1 could go directly to R3 for traffic b/w AS100 and AS300.
