Try this:
access-list 100 deny ip host 172.16.15.0 host 255.255.255.240
access-list 100 permit ip any any
Then apply it to the distribute list.

Want to block the /28 so I tried a distribute-list 1 in with;
access-list 1 deny 172.16.15.0 0.0.0.15
access-list 1 permit any
But this blocked the both routes...?
