I remember back in 1998, before prefix-list was available, having to do
everything with extended acl commands.... was fun when you wanted to
match variable length routes by using the destination of the extended
ACL and then a "netmask" on it as well !! a netmask on the netmask...

Either use a prefix list or a extended ACL
Eg:
Access-list 100 permit host 172.16.15.0 host 255.255.255.240
This acl will permit 172.16.15.0/28

If you want to block the exact prefix /28, I think you should you the
prefix-list.
