Sorry for late reply, but I would say that the bundle is created with
the first channel, based on some recomendations (1 channel bundle, that is).

Using ppp multilink not only adds the inverse multiplexing thing, but
also adds LFI for the same price. LFI is there even if you have only one
channel! (Some Voip recomendations call for multilink ppp in low
bandwidth point to point links just for that).
