This is reagrading the below command
"ip inspect tcp max-incomplete host number block-time minutes"
The question is the unit of block-time is minute or second?

"Examples
The following example changes the max-incomplete host number to 40 half-open sessions, and changes the block-time timeout to 2 minutes (120 seconds):
ip inspect tcp max-incomplete host 40 block-time 120"
In router, it shows as minute
r9(config)#ip inspect tcp max-incomplete host 40 block-time ?
<0-4294967295> Blocktime in minutes (0 implies no blocking)
I am voting for minute as unit guessing a mistake in cisco example???
