The load value is a function of the interface, not of multilink.
The fact that the multilink bundle is initiated once the second channel
is up is incidental.
This can be verified with a simple test on the command line.
Configure the load-threshold to be 1, but don't configure multilink.
What happens? Add multilink, what happens?
