The physical interface with Frame Relay will be up/up as long as
it is receiving LMI from the Frame Relay switch and will not switch to
the down state based on DLCI status or even with the use of Frame Relay
end-to-end keepalives. The logic is if you brought the physical
interface down when a DLCI became inactive or keepalives were missed,
how would the router ever be able to know when the DLCI becomes active
again or keepalives are starting to be received?
Since the physical Frame Relay interface will not go down unless
the local connection to the Frame Relay switch is lost, you should to
look into using subinterfaces.

Dear All ,
I have the following scenario.
R1--------(fr)--------r2 . ( R1 connects to R2 using framerelay
Physical interface )
When i shutdown r2 serial interface still on R1 my serial link is
Up , UP , Ofcourse my PVC is down . When i do a backup interface on the
serial for isdn dial , isdn is not kicking since the interface is Up. Is
there a way in Framerelay where we can track the end to end PVC like ATM
we can use to OAM to track the pvc status. I can make it working using
watch group , i am trying for an option to make it work with backup
interface.
