Hello Geert,
Have a look into "call fallback" a.k.a. "PSTN fallback" feature, see http://www.cisco.com/univercd/cc/td/doc/product/software/ios122/122cgcr/fvvfax_c/vvftrunk.htm#1105908 or DQOS book.
It has some limitations, though:
1. Remore peer must have "rtr responder" command in its config
2. At least one successful call to remote peer must go through before fallback starts working - to
populate fallback cache.
3. If You are practicing VoIP via IPsec tunnel on 2500 routers (rare but possible setup) increase timeouts accordingly
to prevent false fallback.

Can the "preference" command be used for "backup" of an unreachable dial-peer ??
I have been playing around with the following config:
dial-peer voice 1 voip
preference 1
destination-pattern 001
session target ipv4:150.50.106.1
!
dial-peer voice 3 voip
preference 2
destination-pattern 001
session target ipv4:150.50.16.6
When i make the ip address 150.50.106.1 unavailable, my call doesn't switch to 150.50.16.6
How can i make this call switch to 150.50.16.6 if 150.50.106.1 becomes unavailable ??
