I agree with James. However, when they say "most appropriate area", you
must also consider other criteria as well. For example, maybe they want
you to advertise a loopback with the original mask, but they prohibit
you from using the "ip ospf network" statement. You are also required
to enter this network into OSPF with the "network" command (cannot
"redistribute connected"). In this case, what other consideration
should you keep in mind when choosing the most appropriate area?

To me, I usually interpret this statement as:

 "Put the loopback in the backbone area, or in an area that is closer
toward
  the Backbone."
