It would help if you could post a "show interface" and "show controller"
from the A side router.

There is no extra QoS configuration done on the both ends.
There are no errors or messages.
IOS on Site A is 12.3.2T3 (7206 NPE G1 with 1 Gig RAM)
IOS on site B is 12.2.17A (7206 NPE400 with 512 MB RAM)
