LCP will use the interface keepalive value as the interval. Since
CSCdm69540, we implement a keepalive backoff algorithm. If we receive
traffic during the interval we will throttle sending an echo request. We
will do this up until 10 keepalive intervals, i.e. we will always send a
keepalive every 100 seconds on a 10 second default keepalive even if we are
receiving data.
