Can this problem be replicated on all PCs or only with this user? When this
user's session dies, do other clients receive an hour glass during their
sessions? Does the server still list the connection as active? Have you
sniffed this users session during a crash? --> that is assuming you can
create this at will. Be sure to filter only TCP 1494 or the user's IP
address so that your capture does not get to be too large.
ICA is TCP and the session crashes rather easily when the retransmission and
error rates get to be high. ICA also does not work well with TCP resets for
some reason.
Normally Citrix only sends the changes to the clients and locally caches
bitmaps and backgrounds on the thin client (this is an option that is
frequently chosen). Perhaps when the user asks for the entire print screen,
the amount of packets and throughput either exceeds the available bandwidth.
It could be that this problem is exposing another problem for the ICA
traffic type (QoS, rate-limiting etc...), a general problem with output
drops, head of line blocking, ethernet problems, or an ISP holding you to
your CIR.
Do you have any 3rd party devices to help you learn and 'see' more? Devices
like Expand Accelerators?
From what you are saying it does not sound like more bandwidth is needed.
TCP's response to lost packets and problematic links cause everything to run
slow as well. No matter what the bandwidth is, TCP will always run slow on
a link or path with problems. A sniff may be your only way to learn the
number of retrans and resets to or from the server(s).
The server and App folk blame the network folk, and the network folk blame
the server and App folk... fun.

This is off-topic a little so I'll keep it brief.
One of my users is finding her Citrix connections breaking when she
screen-prints off a Metaframe session. Both sessions crap-out.
Can anyone here point me in the right direction? We doubled our link
bandwidth to/through the Internet, and it hasn't made a difference for this
one person.
