Jesse,
These 2 commands seem to do the same thing because they DO do the same
thing.  They are both the same command.
When you type, "snmp ?", that's just a shortcut for snmp-server.  All snmp
commands begin with snmp-server, so there's no problem in just typing snmp.
The IOS knows what that you mean snmp-server.
