But can I configure p-to-m in hub and p-to-p in spook with changing hello
timers value or just configure p-to-m in all routers

        The problem is that one of the routers (Doc) loses it's DLCI to
the OSPF DR router (Sleepy) for the Frame Relay segment. Remember that
all OSPF routers must be able to communicate directly with the DR for a
particular segment.

        Before the failure, the Frame Relay DLCIs are fully meshed and
all routers are able to communicate with the DR. Once the DLCI between
"Doc" and "Sleepy" became inactive, they could not reach each other as
shown when "Sleepy" tries to ping "Doc" (10.10.10.5).

        The solution is to change the OSPF network type to
point-to-multipoint as all routers on the segment do not need direct
communication with each other for this OSPF network type. Also remember
though that OSPF will not advertise the network itself anymore, in this
case 10.10.10.0/24, but will only advertise the /32 endpoints (i.e.
10.10.10.5/32).
