The document is saying not to use broadcast type even in a fully meshed FR circuits.
Coz if Layer 2 your dlci become unstable they'll make your ospf unstable too.
DR concept isused here, where all routers should have connectivity with the DR.
In the eg the dlci between DOC and SLEEPY went down. And it caused all this glitch.
Bottomline, they recommend the p2m type connection
