I think you are reading more into it than is being asked.....don't do more
work than you have to. I believe your solution is only more correct than
the correct answer.

In order for something to be always elected....there has to be an election
while it is active. If the question said make sure the router is ALWAYS
the DR....then you would have to make sure the others are never the DR.
