One thing that could be making the difference is the registration that
ilmi does on the switch (a 1010 I guess).
That is not strictly necesary, but on the lab setup is the way the 1010
knows about your addresses. If you don't enable ilmi, you would need to
tell the ATM switch where the NSAPs live for it to be able to deliver
the call.
