If I have routers R1 and R2, and I change the IRDP priority on R2 higher that
R1, and not confiure default-gateway on DHCP. Then I believe that clients
will not send packets to R1 unless R2 is down.

  You could configure both DHCP and IRDP on the same router but they would
work in parallel. So some hosts would learn their default gw via dhcp and
others via IRDP,
