When you want to influence upstream paths toward the root, then use port
cost. This will influence the switch locally.
When you want to influence downstream paths, away from the root, then use
port priority. This port priority parameter will be carried in the bpdu's
and the remote switch will see his paths influenced,

Though I read TAC, I am still unclear about what is different between the 2
options. When do u prefer "Port Priority" Vs "Path Cost" and vice versa.
They seem to both achieve the same results.
