Rate limit issue

Hi all
 
I have an issue getting rate limiting working on a fast ethernet port on a 4006 switch. I have configure the following command :
 
rate-limit input 8000 1000 2000 conf trans exceed drop
rate-limit output 8000 1000 2000 conf trans exceed drop
 
 
this should be applied to all inbound / outbound traffic. All traffic is passing throught the int without the rate limit being applied.. Has anyone any ideas why this is happening. IP CEF is on on the interface.
 
The switch is running 12.1(8)
