The only guideleines I know of depends on the actual requirement.
U can either measure and use an absolute value, or an average ie Delta over
60seconds.

If u want to get a trap when CPU reaches 75% for the 1st time, u use an
absolute reading. But if u wanna do it if the CPU is consisten;y hitting 75%
over 60seconds u use delta.

Pls correct me if I am wrong
