I checked it worked!.
Here I don't know where is R6 ??

   Ospf Ebgp
Up-------Down---------SFM

See you have a OSPF route in Down with some cost.
You have to run BGP in Down and redistribute ospf into BGP.
You will get a BGP route in Down.
The same route goes to SFM.

Now change the cost in loop 0
Down gets updated,BUT IT IS NOT SENDING TO SFM.
Pls chk again.

BTW-have you tried policy accounting ?

I tested it and it works fine without the ROUTE-MAP with the set
metric-type internal!!!!

R1 and R2 ospf and R2 y R3 eBGP.
