I would say that in CBWFQ, class-default is not 25%, but rather whatever
is left.
Bandwidth allocation using either bandwidth or priority is done at layer
3, so that 25% (100% - max-reserved) accounts for layer 2 overhead and
keep-alives, routing protocol exchanges, etc.

In priority queuing, there are no warranties. I'm not sure about control
trafic, but L2 overhead will go with the packet it belongs to, whichever
queue it uses :-)
