I believe that 25% is reserved for routing protocols, etc - sourced and
destined for router,
i.e. for packets marked with pak_priority for non-RSP routers

What is about LDP - is it included in these 25% ?
and what's about BGP traversing router ? I believe it should be placed in
user defined queue to minimize drop probability..
Interesting what is QoS behavior for GSR and SUP 720 ? How pak_priority
traffic is handled there ?
