Do debug dialer to see if interesting traffic is activating the bri
interface.
Do deb isdn q921 to see if you have connectivity with the isdn switch.
Then debug isdn q931 to see if the call is successful.

I have been trying to make the basic ISDN config in Kaslow's book to
work, but am having issues. This is my config:
R1:

isdn spid1 22220101 2222
dialer-list 1 protocol ip permit
R2:

I am trying to make this basic config work between 2 devices and am
getting stuffed. Can somebody point me in the right direction?
