Hi Ian
thank you for your help. I am logging from r1 to r2. I have following config

r2:
banner exec ^C this is exec msg. $(hostname) and line $(line) ^C
banner incoming ^C this is incoming msg. $(hostname) and line $(line) ^C
banner login ^C this is login msg. $(hostname) and line $(line) ^C
banner motd ^C this is motd banner. $(hostname) and line $(line) ^C

r1:
ip host r2 172.16.102.1

output:
r1#r2
Translating "r2"
  this is motd banner. r2 and line 130 this is exec msg. r2 and line 130
r2>
when I access from r1 to r2 I see only exec and motd msg, NOT login msg.

Also for reverse telnet where should I set banner? for example if I do
reverse telnet from r1 to r2 then banner command need to go on r1 or r2?
