There are various banners that you can configure. MOTD
banner displays when you first connect to the router. Login
banner appears after that but before user authentication.
Once authenticated to the router any exec or incoming
banners are displayed.

Test them simply by configuring on the router and then
telneting in, reverse telneting, etc to see the effects. If
you also configure AAA and local user authentication you
will get a better feel for it as well. Hope that helps.
