I believe you need to enable WFQ on the interfaces RSVP will ride over
because WFQ provides the engine through which RSVP can request priority
service. If you have WFQ turned off, you will essentially have FIFO
queue on the interface which I don't believe RSVP can ride over.
What I wonder is if RSVP can ride over other queue types, like custom
queueing.
