LLQ vs. IP RTP PRIORITY , when to use which?

I've seen "ip rtp priority" and service policy's attached to frame-relay
map-class's for the purpuses of provideing low latecy for voice traffic.
however, I am unable to diffeentaite between the two methods of queuing. I
understand the individual syntax and meanings, but unfortunalty do not find
any real difference. To that end, I can't effectivly chose between them.
Aside from the fact that the second example allows for more flexiblity, in
that its using CBWFQ, where's the diffeence? Which to use and when?

map-class frame-relay voip
 frame-relay cir 256000
 frame-relay bc 2560
 frame-relay mincir 256000
 frame-relay ip rtp priority 16384 32767 64
