Port speed is the theorhetical maximum that the line can actually deliver.
CIR is a relational part of what "should" be put on the line. Either what
you have purchased for (SLA) or what you believe can be sustained. We've
discussed the SP vs. customer perspective of CIR (and MINCIR) within the
past few days if you want to search the archives a bit...
