Per PVC shaping in this instance... it's just changing the parameters for
individual links instead of complete interfaces.

Nothing is different in the effect here.
Placing a 'frame-relay class' on the interface will make it affect ALL pvc's
on the interface (in this case just one). Placing the class in the
sub-command of an interface-dlci command, or within the frame-relay map
command will cause it to affect only that single pvc.
