On the non-command switch, you need to configure the
command switch MAC-address and cluster name

cluster commander-address 000d.bbbb.bbbb member 2 name
MYCLUSTER

cluster enable MYCLUSTER 1
<Command Switch>

In this example, the command switch is member 1 and
the non-command switch is member 2.
Or, you can use the CMS interface.
