David,
I assume that port f0/0.16 is connected to a switch. Try turning off DTP
negotiation on that port and nail up the trunking mode, as follows:
switchport nonegotiate and
swithport mode trunk
We have recently found that ports trunked to bridged router interfaces
sometimes fail due to trunk negotiation issues.
