That is the way the ISDN should look when you have it acting as a backup
interface with the 'backup interface' command. The 'backup interface'
command will place the BRI into standby mode.
When the interface the BRI is backing up goes down the BRI will come back up
- Layer 1 will become active and layer 2 will have multiple frames
established.
The problem he was having was that administratively shutting the physical
frame interface down doesn't cause the BRI to come out of standby mode and
become active.
