AFAIK, translation-rule takes effect AFTER outgoing dial-peer is matched.
In the config below, there is no dial-peer with destination-pattern starting with 9,
therefore there will be no further call processing and if this config is tested on FXS port
with real phone (not csim start) one can hear series of short fast "beeps" in the receiver
after dialing 9.
