NAT and CBWQ - what order?

Hi All,
 
I have s scenario with at a cafe where there is a quantum box (for VOIP calls) and workstations. Private IP addresses will be running on this hosts connected to a 2611XM router (12.2(8)T). I need to do the following
 
NAT addresses to the global addresses available to the cafe
ensure that the voice box receives priority 50 percent of vailable
others the remaining
 
My question is what order does the router treat NAT and CBWQ
 
The issue is when I set my access-list on output interfaces should I specify NAT addresses or the private IP?
My take is that if NAT comes before service-policy ouput is treated, then I will have to make my match clause with NAT address, if it comes after I will have to make it with private addresses.
 
Also I keep getting this error message on router that CBWQ can only be enabled for output and not input when I put a service-policy input .... on interface. Please when can I use input and output service-policy? When is it valid.
 
Will appreciate explanation
