It should 'just work'... we do it all the time.

OSPF will even advertise the route if you use a fully qualified network
statement .. (ie 10.1.1.1 0.0.0.0 area 10)

"encap failed" is usually an arp problem, not a routing issue.
                 .. it can't find the target device's hdwr mac
address. Show arp probably shows 'incomplete' for the target address.

 I'd look at basics ... misconfigured hosts ip, default gw etc.
