You only recertify a certification that has not expire.
In your case, Since your CCNP designation have already expire, you can only
get it back by writing all new exams. Taking the recertification exam will
not help. If you go ahead and pass your lab, your CCNP will not be
recertified, you will only have CCIE.
Remember one of the prerequisities for one to recertify at a particular
level is that, he/she must have a valid and current certification at that
level.
