Hi,
For question 2, every time the dialer idle-timeout expires, dialer watch
checks if the primary route is back. If it is not, then the ISDN call
remains active for another idle-timeout period. Watch also for the
idle-timeout in the remote side.

Default = No delay is configured.
I've only configured default and the delay for connect\disconnect seems to
be 0 or (no delay)
