System MTU is before the wire, will have 1518+14 = 1532, interface MTU is
1500, which will have 1514 as final.
OSPF performs database exchange using largest possible packets. The symptoms
are - stuck in EXSTART without
forming an adjacency. Set "ip mtu" on ports/interfaces to be equal, if you
really need to keep system mtu 1518. Otherwise
change system mtu back to the default 1500.
