I expect this is because the neighbor command governs the rib-out, whereas
the network command is working with the local-rib. In other words, the
first is working with the export of routes, where attributes on advertised
routes are considered and prepend is valid. I expect that the attributes
like AS-Path are not considered for routes that are being directly inserted
into the local routing table, and that for that reason, AS-Path cannot be
changed.
Never messed with this though.
