BGP Network Command with Route-map Option!

Team,
I was trying to use the "Network x.x.x.x mask x.x.x.x route-map ADD".
The route map ADD was addetivly changing the as-path and adding a community to the route.
 
After configuring everything, only community was getting its way to the local BGP table and consequently to the neighbours as well. The as-path preappend was not working.
 
When i use the same "route-map ADD" with the command "neihbour x.x.x.x route-map ADD", both community and as-path gets their way to neighbours.
 
So i am saying that the problem is not in the Route map or the neighbours.
 
Any ideas why the as-path can't be preappended with a route-map in the "network x.x.x.x route-map ADD"?
