Question about defining bandwidth. Queues, etc

Many times in lab scenarios and in the lab itself, it asks to set a
limit or size to 28K, for example. In some cases, the actual
configuration calls for bits, not kbits. In those cases, invariably the
lab solution or example will show the config as being 28000. I can live
with that, but am curious. Shouldn't this really be a multiple of 1024?
At one time, that was the definition of K, but I know over time, the
definition has loosened up a lot. Just curious, does anyone EVER use k
in the original form these days, or does K now mean 1000 always?
