joe - there are good notes on cco to do this. we fought a similar one for
a few days once :)
http://www.cisco.com/warp/public/788/AVVID/meridianpbx_cm.html
we actually had it right several times, but did not properly perform step 6 :(
1-Insure that the technician responsible for configuring the Option 81c is
knowledgeable of the required changes.
2-Be prepared to escalate with the local support or with Nortel if problems
arise with the configuration changes. All required contact information
should be obtained before beginning the changes.
3-Configure the Nortel 81c to use SL-100 D channel configuration.
4-Configure the Nortel 81c as the network side. The Cisco IOS gateway will
default to userside.
5-Set Framing to ESF and Linecode to B8ZS.
6-Anytime a change is made to the D-Channel configuration, insure that a
force download is performed. Failure to perform this step may result in
the ability to dial across the PRI for 4 or 5 digit dialing, but not out to
the PSTN.
7-Insure that the correct block of DIDs is properly terminated to the PRI.
